I don't believe the consoles have been already fully utilized right now, however devs are definitely tapping into as much of the raw power as they can currently. Considering how some current-gen 3rd party ports can't even run in 1080p60 easily means that in terms of power, they're close to fully using it. In terms of optimizing, to take better advantage of that power, it will take time. But I agree, there's no way the games will see the same graphical leap as the gen goes on. There is no "Cell processor" nor any "completely custom GPU" to deal with, nor are there any new techniques required to learn, nothing like when first entering the world of programmable GPUs, one of the major factors that contributed to the evolution of graphics with the passage of the generation. So optimizing the API's with the game engines will be the one of the only major hurdles to jump over.
