It would be.  Let's say you have 10-15 retail games at Gamestop.  Two years later there's about 12-17 retail games with the same 10-15.  Do you really think that people who are somewhat interested in the Vita but keep seeing that no new games are there each time they look will really push sales?  

If these Japanese games actually received releases, they'd get more of the people interested in these niche games to start purchasing the system.  They'd also start selling more consoles simply on the basis that the Vita is getting new games frequently rather than having the same games on shelves for two years straight. It doesn't matter what games show up.  It could be a bunch of shovelware.  But with no retail games releasing makes it look like there's no new games releasing at all.  So Japanese games would have pushed sales for there simply being more games, and they would have sold.  What else is there for Vita owners to buy?

Japanese games aren't exclusively JRPGs.  Also look what I wrote above.  The Vita needs retail games and it doesn't matter what it is.  JRPGs, shovelware, etc.  Anything  to appear that the Vita is getting more games rather than sitting with the same 10-15 games on the shelves for two years. 

Sony not activiely pushing for retail titles to be released, offering incentives or anything like that, they're pretty much killing the Vita themselves because they just don't care. Nintendo is atleast supporting both the 3DS and Wii U.  They're atleast trying to make both of their consoles succeed, and in the long run, that'll be all Nintendo needs, because Nitendo will have helped the Wii U enough to make people start taking notice.
