Don't forget that the article is only comparing System Ram.
They completely forgot to mention that GPU's have their own dedicated (And usually faster) GDDR5 memory too and in the case of the very-high-end, have more GDDR5 memory than what the consoles have available for games.
In-fact benchmarks have proven over 9000 times through-out the years that System Memory speed on the PC actually has an almost non-existent performance impact, so regardless if you run DDR2 or DDR4 you would not get much benefit, unless of course it's in regards to an IGP or a certain specific task.
Heck, I have 32Gb of the stuff with 64Gb ready to be dropped in once I decide on the rest of my PC's rebuild, so memory wise, the Playstation 4 isn't even in the same league.
If anything, the Playstation 4 will make GDDR5 memory cheaper thanks to scales of economies, so budget GPU's will get more and faster memory whilst the high-end moves onto XDR2 or GDDR6, thanks Sony for making the PC cheaper and faster for low-end machines!
