Only reason why PlayStation Vita TV exists is because PlayStation Vita is selling poorly and they needed to find a way to possibly convert some Vita's into Vita TV and use available manufacturing resources into producing Vita TV to increase appeal of Vita to 3rd party developers.

Most 3rd party games are likely to been financed by Sony partially also the sad thing that repulses 3rd party developers that a lot of Vita owners are subscribed to PlayStation Plus and are waiting for free games rather than buying them, PlayStation Vita is on life support and PlayStation Vita TV is a move from Sony to make a micro console that shares the hardware from PlayStation VIta so that it can play Vita games natively. Games on Vita are sub-HD and the resolution of those games are 960x544 so it will look okay on HD TV(1280x720), but anything above that and you will notice it easily and it won't look pretty at all.

It has nice feature set, it may sell well yet we need to wait for reception from people that will buy it also when I think about what is Sony doing. They are literally want you to spend a lot of money on their hardware and they lock down features in that way if you want that and that then you must buy that and that...

PlayStation 4 400$ + PlayStation Vita 200$ + PlayStation Vita TV 100$/150$ w/ DS3 controller + SD card

So you would need to spend 700-750$ for all around PlayStation/Sony experience

Only like 430$ for all around Nintendo experience when Miiverse finally gets implemented into 3DS/2DS.
