The problem is it doesn't only go into their bodies, but also into bodies of others. That's a problem especially when those others are children.
I'm also anti-smoking 100%, but outlawing is not the way to go. By making smoking illegal, they'd just create an illegal market for the products. Quality would probably also go down, making health risks go up even more.
