The next refresh will bring about a few % points of improvement in the consumer space, that's status quo.
DDR system memory speeds generally do nothing for video gaming unless you are using on-board graphics, which the Op won't be.
Besides from what I can gather only Haswell-E on the Socket 2011-3 platform (I.E. Successor to my system) will be supporting DDR4 to go along with the 20% IPC improvements and 33% increase in core count.
When Intel moves the mainstream to a new socket then you might get DDR4, but that ain't happening for at-least a year as the current socket will get one more CPU release. - By that time scales of economies would have kicked in making DDR4 more affordable.
Basically, don't wait, do it now and enjoy it, if you keep waiting for the next thing in the PC world, you will wait forever.
