from what I understood it is because in brazil, product made in the country are subject to way less tax than imported goods... that's why PS4 is way more expensive I believe....
I have a couple friend that do the same with their camera on a their laptop.... it always makes me laugh, since it is quiet easy to monitor what goes in and out of your computer or Local network even for a noob now a day....
