If a fan is on the front of the case or on the side of the case it should suck air in from the outside and push it to the inside of the computer.
If a fan is on the back/top or bottom, then it needs to remove air from the case.

You can connect it to Molex or the motherboard, on the motherboard you *should* be able to set the fan speeds in the BIOS or motherboard software in Windows.
Molex it will run at full speed unless the fan is Thermal Controlled (Like Arctic Coolings TC fans) or has an adjustment thingy on it somewhere.
