It's just time... When you are a 3rd party, you are making improvements to your engines over time. This is made worse that they have 3 new versions (wii-u, XboxOne and PS4 to make)... so they have even less time to spend making improvements to their engine when they are trying to make the game.

So if they weren't releasing on 6 platforms at once, the engine team would have made improvements across the board. This is why you will see improvements to games sometime next year... it will be even better once PS3/Xbox versions are dropped, the improvements will get made on PS4/XboxOne alot better.

Problem with the PS4 is that there isn't really suppose to be anything new for developers to learn.  It's derieved straight from PC parts with the only difference would be it's GDDR5 RAM architecture.  Developers are suppose to be able to access it's full potential at the get go; unlike Xbox-One/Wii U which has a load of eDRAM which developers have barely tapped into.  That's why I believe the X1 has more potential than the PS4 but that's another matter/thread to talk about.  It's truly dissapointing to see that PS4 versions of multiplat games are barely able to improve these current builds I expected X360 to PC maximum diffrence like that on the Witcher 2.
