It's a base-level tactic intended to discredit all rumors, true or false. Politicians do something similar, where they'll take a rumor they know is false, tear it apart, then use that to say, "see, all the rumors are false, created by our opponents to attack us," even when they know another rumor might be on target. The same with trying to convince people that anyone on the other side of the argument has been "paid". It's an attempt to forge a one-sided perception that paints opposing voices as disreputable.
