Well it is possible for both to be true.

If you never connect it to the internet, yes you can play games on the PS4 offline. Once you connect it to the internet it downloads a DRM-like patch that means you need to be connected from then on.

I doubt that will happen tbh, but it is physically possible.

The confirmation will happen anyway 

What is interesting is that the question, even hypothetical, is so hard for some to answer.
