Here's the thing, everyone knows Sony is in dire financial straits. No, it's not just because of the games division, Sony is a diverse company, and cheaper electronics brands from Korea and China/Taiwan have been pushing the company further and further into a corner.

Sony NEEDS the PlayStation 4 to be a big success. They can't afford to pull off another recovery on the level of PS3, which is sort of a 2 part reason why Vita has some lackluster support, at least in the West, where third parties are MUCH more overbearing over hardware makers as well. AAA publishers do whatever they want, and what they want are the projects they see will make them the most possible $$$ and score the executives the biggest possible bonus, not do fans a service or build goodwill with consumers and other companies.

There is no question the Vita's fate is tied to the PS4. If it succeeds, that brings in more resources, some of which can be put into more Vita content. If it fails, well, expect Sony's departure from the games industry as being on the table. That means 0 Vita games.

You know how all those PS4 promotions keep mentioning Vita as a companion device? It's more meaningful than you may think...
