@Ashadian Sorry I don't know if you are trying to troll me or not, so I will answer anyway ( next time put TROLL in brackets it will make it easier)
Sony are not Stupid, but they have most likely made a late decision to change the TDP of the PS4 which has lead them to make a product which has a very low consumer grade operating temperature.
Laptops are a different story as typically the power brick is providing just one power rail (12V) and they can do this at 85-90% efficiency. The power brick is external and is exposed directly to the environment. Designers can use the case to dissipate the heat with adequate potting or other methods. The higher the heat in an area the harder it is to dissipate to the environment. Laptops are not running at 250W.
While we don’t provide engineering services to Sony, we do provide these types of services to other large companies of similar size. I am a fully qualified micro-electronic engineer and have a significant development team working around me, its not like I am just making this stuff up.
My opinion is that Sony made a late decision to run with 8GB gddr5 which added to the overall de-rating of the PS4
