It's not better... If it's not locked at an other fixed frame rate.

Unlocked frame rate usually comes with screen tearing or noticeable slow downs. I'd prefer a frame rate locked at 30fps, over one that fluctuates between 30 and 45 all the time. Because that's something my eyes pick on easily.

Of course, if it could be locked at 60, that would be much better.
