No, even if it wasn't some neutral agreement or something like that with GTAIV, don't forget that this is a Presdential election year. The stupid heat that seXbox got for Mass Effect and the Hot Coffee blow up, I don't think either console wants to be targeted as a murder/sex simulator promoter. Like I said before, this game picked the wrong year to come out.
The best way to do it is drop the system(s) price down by $50 and promote the hell out of the DLC only content.
I'm just saying...
