To my knowledge the Wind Waker bundle wasnt released in Japan and even if it was Zelda isnt nearly as popular as it used to be in Japan and is much bigger in the west. Mainline console Zelda games have failed to pass 1m since Ocarina of Time which sold 1.45m. Majoras mask sold 730k, Wind Waker-890k, Twilight Princess-600k and Skyward Sword-360k which averages about 650k per game since the turn of the century. On the other hand Zelda has averaged about 2.5m in NA and 1.2m in Europe in the same time frame so its 2-4x as popular in the west.

As for what bundles can help Japan, the answer Is the 2 bundles coming next week. One Includes NSMBU, Wii Party U, Motion Plus and a trial for Wii Karaoke U for the same price as the current bundle. The other Is the same but also Includes Wii Fit U and Wit Meter for an extra $20. Both Wii Party and Wii Fit are much more popular than Zelda In Japan. Wii Party sold about 2.5m and the Wii Fit games averaged about 3m each. So these bundles have a much better chance of helping Wii U sales than Wind Waker HD.
