For my personal pleasure I'd probably try to get into Capcom and Konami. Then I'd fire that Capcom employee who dissed Final Fight in his blog the other day.
If I was doing it to actually try to secure my console's success, I'd take SquareEnix and EA. Exclusive SquareEnix pretty much secures Japan, EA secures NA.
Those companies couldn't be swayed by one billion smackers, so if I had to go smaller, I'd go for something like Factor 5 and grab Sega/Sammy on the cheap as they implode. Then I'd scrape some loose change out of my couch and buy Midway, then develop a new Root Beer Tapper game. I'd also scoop up the rights to BurgerTime.
