Here's how it works, the image probably wasn't doctored at all (the promotional). When you render an image, depending on the program, it cleans a lot of things up on its own. However, with the comparison here, it's not efficient at all, because the quality of the two is so far different, comparing them is quite useless.
The only real way to do is to compare them, with like-for-like situations, and in the same resolution.

It doesn't change the fact that it's a promotional image that clearly isn't what it will look like in-game. Maybe with a higher resolution but the game is running in 1080p. It's the same situation with Forza 5. They released images to promote the game showing cars in stunning pictures but then we see the actual in-game look and it's not the same. Companies just do that and I've come to accept that until I see the game in action, anything prior to that is most likely a bullshot.

I didn't deny that it was promotional (seems you missed the point entirely). However, that comparison is moot, because the game will look better than that, somewhat blurred, screen cap in a much lower resolution than the game runs.
Some will run with it, claiming a "huge quality drop" has happened. However, it's not that clear cut. A still render will always look better than when you throw that same model in a scene. Doesn't mean there was a major quality loss. Think Uncharted 2 & 3's cut-scenes. Same models, more effects alloted for the video.

Looks closer to the render, but still quite a ways behind because of the difference in quality.
