As for the heatsink, only if you plan to overclock. - The Coolermaster Hyper 212+ is great value for a budget heatsink+fan.
Otherwise, don't look past Noctua or thermalright.
You could take it one step farther and go with a closed water loop from the likes of the Corsair Hydro or build a custom water loop like I have.
