AMD is better considering his budget, it allows him to dump more coinage into the GPU to net him an overall larger increase in performance.
Go with that build Bruxel, it's solid.
You could also ditch the SSD and dump that cash into the GPU too, might be able to get a 7850.
Skyrim specifically though, isn't very demanding, so even modded would run fine, provided you don't intend to do 1080P with 16x Anti-Aliasing.
