I doubt they're all that close in the US, either.  The only real place we can measure preorder status is on Amazon, and somewhat on Gamestop (due to leaked memos.)  On Amazon, the launch PS4 is 4 spots ahead of the launch One (#8 to #12) in the top 100 for the entire year.  The standard PS4 is 56 spots ahead of the standard One (#39 to #95).  And the only reason the standard PS4 isn't moving higher is because its been sold out for about a month, now.  Plus, the PS4 has had 6 SKUs to split sales across (7 before Watch Dogs was delayed), of which 5 broke the Top 100 (3 have since dropped out due to being sold out for months.)  The One, on the other hand, only has only ever had 2 SKUs, the standard SKU only breaking the Top 100, recently.

According to memos that Gamestop stores received, they were instructed to be careful with how many preorders they take for the One, as there was limited slots, while also being instrusted to open the "floodgates" on PS4 preorders, due to an abundance of stock.  Even given the PS4 stock being higher, the preorders still sold out quicker than the One preorders.
