When new consoles come out, it's really not about the big games that come out. Most early games are actually really under-quality. We just don't realize it because the new console makes it seem that much better overall. The consoles will sell simply based on their novelty, and the big games that are out will be purchased regardless.
In terms of "system sellers" I don't think anyone buys a console early on because of the games that come out on it. They buy it because of the system. Their are a significant number of reasons why people would buy a console that doesn't have the games they want yet.
I think system sellers really only come into play somewhere are year 2 or 3. That's when developers start hitting their stride, inevitable price drop, new features, hype, and viral permeation all come in sync and push a system.

But A LOT of people buy for the games. We will use the example of an InFamous spike. People are waiting for that game. Next year Halo 5 will be releasing as well. That will give XBO a spike. Or we can look at the recent WiiU mistakes. Launched with some decent launch games, early adopters flooded in to being completely stagnant in 2013 with a few small spikes for some somewhat bigger releases like Wind Waker. Even then people are saying they are waiting for games because nothing they have released yet can be considered much of a system seller. With each big release you will see a small or big spike depending on they hype surrounding the game.
Then we have the Vita which also shows that software sells hardware. So i do disagree with you that people are buying consoles just because the long wait. The early adopters, big possibility but not the general public. Remember there is 80m PS3's sold and a total of 260m consoles sold this gen. The small number of 2-4m this holiday doesn't account for the overall majority.

WiiU's problem isn't 100% that it doesn't have games. It's problem is that not having games solidifies the opinion that it's potential for having games is low.
The same thing is what's happened to Vita. It lost a major franchise (Monster Hunter), has only had a handful of big games in 18 months, and the price has been high. We will see how the 2000 effects sales, but right now the thing standing in Vita's way isn't the lack of games, it's a lack of games creating a negative perception.
Just as a counterpoint, how could you even formulate that opinion looking at ps3. PS3 had "nogaemz" going into it's second year, yet was outselling the 360 launch aligned. It was selling based on potential. There were so many games being announced. Many would never be published. Buyers KNEW it would have games, so they purchased. It also had secondary value system (blu ray) to help push sales.
Vita and wiiu have neither of those. No big annoucnements. No extra worthwhile features. No potential.
While games DO cause spikes in sales, it wouldn't be accurate to say that unless games come out in Jan-March, that sales will die down purely based on lack of games. As long as people understand that games are coming, they will continue buying. Both Sony and MS have done a good job of creating this potential with xb1 and ps4. Nintendo has not. Sony has not with vita.
