I think developers having to port to next gen and current gen versions of the Xbox and Playstation home console lines are a big part of the problem. That takes money and time. Resources used in one area eat up resources available for other areas.
And this is EA. This, and the deal with "new" versions of sports games not being new at all, lines up with EA's renewed commitment to maximizing the money they make from investments, even if it's to the overall detriment of their product and fanbase. They're all about the money more than ever.
