Its not just about dev friendliness and talking big. Companies need to put the right policies in place that suites themselves, gamers and devs. There also needs to be a balance between these three. For the longest time console manufactures have been very bullish when it comes to indies...but steam and good competition has changed this attitude. I believe thats what caused sony to change there stance on self published games that dont cost the dev...every other gaming platform has it. Sony then decided to advertise there new found stance this gen and made the move at the right time to gain a huge advantage over ms with regards to dev support. Ms reacted way to late. I dont think they predicted sony would change stance though. 

I hate how the two companies are constantly reacting to each other. At times it can be good to remain competitive but in a way its also limiting to the teams working on thr platforms as you always find yourself following rather than leading. In that regard i give big props to nintendo for doing there own thing...although that doesnt always work out.
