They purposefully havn't gone after them? They don't need them, the current retail exclusives they bought will bring in more revenue profit than all of those indie titles on PS4, they'll generate more interest and buzz too.

Of course they need them. They need any advantage they can get at this point and microsoft knows that. They just weren't ready. So not so easy after all. 

Again, it wouldn't do anything for sales. My opinion. People don't buy consoles for these games, unless it's built a library up over the years and supplements the bigger games.

So yeah, they didn't need to have the indie aspect ready. Launching it during a slow period is a wise decision imo.
