No.
The biggest issue is not the self publishing itself... most devs (not Indies) didn't received Xbone devkits yet (or received late)... so Indies didn't have the devkit too or maybe are receiving just now.
Blizzard (big dev) for example said that PS4 version of Diablo 3 will be out first because they didn't received the Xbone devkit yet (in August... maybe now they already received).
