Isn't this to be expected?
For reference on my 360 I can download to two machines: The system it was originally downloaded to, and the main system I play it on. Theres a loophole of sorts that ANY can play the game on the system the original game was downloaded on, but if you play using other gamertags MS frowns upon it, and I have even heard of people getting banned for playing the same digital copy on both consoles (though rare) so It's not exactly a risk I would take.
You can always re-download the title to any other system if your system breaks. You can always play a copy at a friends house if your signed into your profile and they would be required to purchase the title once your signed out.
It's just that simple.
