Naturally, it doesn't make any sense for a company to do this now. However, it would make sense as a preemptive measure. In other words, if Sony expected the Wii U to do well (after all, the Wii did very well).

The last tweet says that the contract runs from March 2013 to April 2015, so the preemptive measure theory is within the realm of possibility (day of agreement doesn't have to be the same day as the start of the "campaign"). What adds to it is that Sony ran PR priorly to the Wii U launch, repeatedly stating that the PS4 and PSV will be able to do everything that the Wii U can do, and their shift in focus to make the PSV a PS4 accessory instead of supplying it with its own games on a consistent basis.

But let's assuming that what you said is true, it would also mean that Sony was being completly naive. I mean, thinking that by just mimicking the Wii U Pad functions will be more than enouth to attract the Wii (U) audience, while offering completly different games (Killzone, Infamous, etc x New Super Mario, Mario Land, etc).
