I heard FFV is unavailable atm in some regions and FFVII Crisis Core is unavailable cause SE is being a woman ;(

V is available in the US, but for some reason you cannot play it on the Vita, only PSP and PS3.   I'm sure you can Remote Play it though.

I think that if you download it on your PS3 and transfer it from your PS3 to your PS Vita it might work... At least it worked with Crash Bandicoot for me
