At this point it depends on what you mean by "succeed". I find it highly unlikely that it will ever catch the 3DS. Sony waited too long to drop the price on the platform. Nintendo did it within 6 months of seeing their platform not selling so well. Sony waited a year longer by comparison. Nintendo also dropped the price further on the initial model though since then a more expensive one was released.

Another problem that the Vita has is that there are too many games being made for it that feel like they would be more at home on a console than a handheld. Also, I feel that some cross-platform games like Dragon's Crown should have initially been only for the Vita. I like that Sony is trying to create a unified ecosystem across their platforms but it's hurting Vita sales because it's taking away that feeling of experiences you can only have with that handheld.

Regardless of region, there are several things I would do. First, market market market. I don't know what it's like elsewhere but I know that here in the States there is virtually no marketing for the Vita. Get some commercials out there. Get more websites to promote it. Get that device in the minds of the consumers.

Then, drop the price of the memory cards even further. People should not be paying so damn much for such small amounts of storage space that is required. Bundle it with the PS4. Seriously, by the holidays of 2014 I should be seeing PS4/Vita bundles.

Most importantly, games. Look at what Nintendo is doing. Those games are being built around the features of the 3DS. Not built first and then having the Vita's features jammed in. Don't make so many console-like games for it. Make a lot of smaller scope games. Most people I know don't want to spend many consecutive hours on a handheld if they don't feel like they have to. Make more games feel like "pickup-and-play". An epic, big budget type game every so often is fine but there should be a lot more games that feel smaller and more charming. Give the Vita its own franchises too. Stop pulling from all of these existing universes. Gravity Rush is awesome. Tearaway looks like it will be the next big deal for Vita. More games like those.
