Well, his cards were released 4 years ago and he has been able to play pretty much all games on high+.
They weren't even high-end parts to begin with!
That's not really bad value for money there.
But I concur about the rest of the system, it may be a little lacking. - Without additional information, I can't really say.
However with that said, Jaguar isn't exactly going to be pushing up the PC's CPU requirements either, an 8-core Jaguar is only estimated to be equivalent to a Dual-Core Core i3 in terms of performance.
There should also be less overhead this time around too, due to the fact that developers will be targeting x86 and all of it's particular nuances that go along with it.
But considering he got 4 years out of his mid-range Radeon 5000 cards, he could probably get away with another year or so on Medium.

And yet, there are PC exclusives that will never arrive on any console.

I think you have made the decision for yourself already. :)
But go with the Playstation 4 as it will offer genre's and games that seems to appeal to you most.
Do keep in mind though, games are more expensive and you have to pay for online, thus the Playstation 4 could be vastly more expensive over the long term if you buy allot of games.
