New Exp. Share is magnifiscent. Just make sure to either do a bit of Super-Training or actually use the Pokemon from time to time if you don't want to end up with weak-ass losers. Since Exp. Share affects your entire party this time, Pokemon no longer receive EV from it. This could possibly result in  a LVL 100 Pokemon with base-stats.

I'm trying to figure out when, though. I'm still at Santalune City (haven't done the gym) and am just stuck in indecision as to whether i should commit to grinding up Panpour now, or if i just roll through the gym (which shouldn't be hard since i have the type match going on my starter) that i'll get EXP Share soon after, as well as the second starter?

Too much indecision. It's strategic paralysis.

I'd say you should roll through the Gym first and then use Exp. Share to effortlessly level up Panpour. Much less stressful and probably even faster. That's the great thing about this game - it gives you so many tools to accomplish what you want. in your case it seems to be even too many :P
