The correct answer has always been that it depends on the kind of game you're playing. Maybe you should specify in the OP.

This. I'm a PC gamer and I play on consoles rarely, but I agree, depending on the game and on what you use each stick for, one solution can be better than the other or vice versa. And in most cases, getting used to one scheme can make it become good for everything in the user's personal opinion. BTW, while in a portable having the stick too low can give me hand cramps, like PSP does with many games (and all this depends also on hands size and many other subjective parameters), and I hate it, while I totally love PSV, in a home console controller the hands are in a more ergonomic position, there's more room to adapt oneself, and both the high and low position of the stick are within a range where the thumb can stay relaxed when not moving the stick, so both can be perfectly ergonomic.
BTW, since most devices now have motion controls, for car racing games I found on my smartphone that if I haven't a proper wheel, I prefer to rotate the device around the z-axis for steering, I prefer it to steering with sticks by a large measure. But from my previous experience, I also think I'll still prefer sticks to drive mechs.
