They're not moneyhatting them. They're being very flexible to indie dev needs and trying to remove the needless barriers that have previously blocked indies from releasing their games on consoles. It's actually a very clever tactic as it's not costing Sony anything to bolster their release schedule.

As for the Vita love, well indies seem to do better on Vita than the other consoles, so it's a bit of a no brainer to make Vita games at the moment. The extra horsepower and resolution over the portable competition with physical controls also helps the developers bring their visions to life more easily without compromise.

Back in May yes. But not today.

It cost Indie devs $2000 for a PS4 dev kit ( Initial kits were free, but only the first batch ). Then licensing costs on top.

For Xbox One it costs $499 for a retail Xbox One ( which is a dev kit ) and now they can publish said game on Windows 8, WP8 and Xbox One themselves. No fees.

Its now massively cheaper for Indies on Microsoft platforms.
