Atlus release the game in the US. They put all their resources into that (there aren't many employees at Atlus US) then they think about the European licensing after that (negotiating the publishing details/royalties etc.). It's only once that has been done that the game gets submitted for PEGI classification etc. and to start have the cards manufactured. To be honest, it's been a pretty damn good turn around time for Dragon's Crown.

But I remember the days when we'd have to wait over a year for the European release of a game.

At least in Atlus' case you can always import because Vita/PS3 are region free. I'm kinda just grateful that these games are getting a physical release here at all after Ragnarok, the Atelier games etc all being download only.
