It depends upon how one describes smart. I can see the arguments for every developer will have one it allows them to be more creative. They know all of the customers will have one and I have yet to see anything terribly creative. Mostly voice controls. Any USB mic can do that. You don't need a $100+ piece of kit to get a similar effect. I would also bring up the Wii remote and the Wii U Gamepad and the DS second screen. Just because they are there and in 100% of systems userbase didn't mean developers took advantage of them.

They only have one game announced that is controlled using only the Kinect and it's first party to boot so I don't think developers are seeing the value that Microsoft does. The amount of Kinect projects that started that way and have game pad controls also speak to this. If even the developers whom this is for can't see the value then I can hardly expect consumers to see it. So in this case I would say it's not exactly a smart decision.
