Most important thing in any RPG to me is also story, plus character development. A good story and solid characters can always save a game with shitty gameplay and graphics, while the other way around is just a major turn off for me.
Point in case: Grandstream Saga. One of the best PSX JRPGs I've ever played has also one of the most clunky battle system and graphics that makes FFVII characters look HD in comparison. All that pales in comparison to the amazing story it has and both Eon, Arcia and Laramee are some of the best RPG characters ever to me
