It's a port on a system that's not selling well. It's not due to its graphics. Most people already played this game and it's not in their interest to purchase a port of a game they've already played. It's the same reason the HD collections on the PS3 and 360 don't sell very well. There are people out there that will buy it, but not everyone.
It's also a single game in HD compared to two or three in the usual package and it's $10 more than every collection except the MGS Collection.
