Not always, actually. Minimum, especially of late, also refers to 1080p. 720p is considered bare minimum.

what about FPS?

Depends on your specs. That's a little harder to determine without all the pieces.

ohh i meant when they say "recommended" do they mean that runs at 30 or 60 FPS
