Yeah, this is all spin work. There won't be 10% extra, it'll may potentially make up for them giving us 10% less now. Maybe. But my thoughts are that devs can't use that 10% toward a game because they have to assume that Kinect is, well, connected and using up that reserve.
In reality, we'll probably never see that 10% used toward games. PS4 > XB1 ≥ WiiU
