You are pincing small bits of information that Sony some times let it out. Even the dev comunitie is quite about the PS4 archtecture. May be it is so good that has nothing to talk about.
Hell!! Microsoft made a 2h seminar with the main SOC archtecture and its engeenirs have given duzens of enterviews of Xone inner works.
Marck Cerny says a few words and this guy is a genius, that made the perfect flawless hardware decision of human history.
The way you post it, the PS4 OS is so good that it never compromise any hardware resource any time for any task.
That is just not possible. There is no magic in this business. No "secret souce".
