February might have been pretty light, but Rayman was set to come out at the end of the month and March was packed. God of War, Gears of War, Luigi's Mansion, Tomb Raider, Bioshock, Starcraft, Sim City, and even the Wii U had two games. Sure, none of them compare to GTA's sales, but I don't see how this release climate would have seen Rayman Wii U do ~200k or more in four weeks. Even Pikmin has barely managed that in the west (since Rayman hasn't been released in Japan, not that it'll do much there.).
