I was racing down a beach away from cops and a cop car drove out of the ocean from nowhere in front of me, trying to ram my car from the side.

Is pretty poor what they done with the cops in this, you escape them and like you said, they just spawn on top of you pretty much sometimes.

Besides the constantly spawning cops the logic that they use is flawed. I once bumped into a gang member who started shooting at me along with everyone else in the neighborhood. I call the cops and the gang members start shooting at the cops, I punch a gang member and I get a star and cops shoot at me wtf?
