This does not mean that the game will be made in unreal engine hence it's a "test".

No, they announced that they will be using Unreal for thr game.

This video clearly states that it is a "TEST", read the video description again. It also says that the video ISN't representitive of the final game. When did they announce that they were using unreal engine ? I don't see it on the Q & A section of mighty no.9

It's a "TEST" because it's just them trying to get their game working with the engine.  They say it isn't represenatative of the final game because obviously they've got a long way to go and will improve the graphics as they go.

You stil haven't answered my other question yet.

I posted the link to the announcement directly to you.  Do I have to read it for you too?

I stand corrected then but I don't believe how indy games got to look this good or have higher qualities like AAA titles.

I dunno.  I don't think it looks that great.  Very good for a test, but they clearly got a long way to go.  Anyway, the big difference here is the style of the game.  When you're making a 2D sidescroller, there isn't a whole lot of textures you have to worry about, and you have a much much smaller world to deal with.  That's why you can make games like Rayman Legends, Kirby's Epic Yarn, or Trine 2 that look absolutely amazing.  Working in 3D though is a lot tougher and alot more resource demanding.
