Are you talking about Vita?  If so, they've barely developed for that console.  1 game released so far (a port); and two more in the pipeline (2 ports).  The majority of their work releases on PS3, which I assure you doesn't have "no userbase".

And if so, it's quite simple.  A company like Nippon Ichi make niche games, that appeal to a small portion of the game-buying audience.  They budget their games accordingly, so they only need to sell 40-50k to break even.

As such, it doesn't matter if your userbase is 1 million 10 million.  So long as you have the 40-50k+ people in there to make the game profitable, that's all that matters.  The games they make rarely appeal to the general public, so sticking it on a console with a large userbase but without the niche they need would just be a terrible idea (for an example of this, see the sales of Conception 2 on Vita vs. 3DS.  Not a Nippon Ichi game, but illustrates the same point.)
