I agree with some of you here that a locked framerate is the most important. I also prefer a consistent high framerate in faster paced games (driving, fps, etc.) to a higher resolution.

Sega Rally 2 for the Dreamcast is a great example. The Japanese version had 60fps, but not consistent. For the Western release they locked it at 30fps. When the Japanese version was at 60fps it was glorious, but the dipping was annoying.
