The human eye can definitely see up to something like 240fps, but only blips.
However, consistent appreciation of 60fps is largely irrelevant, and is only relevant as a barometer of how SLOW the fps will get.

IE: 60 fps is good because at slowdown, then it's still likely producing over 30, meaning it's hard to tell slowdown is occuring.
However, a game that runs consistently at 30fps is fine. Most movies run at 24fps, as does tv.

The human eye doesn't even see in framerates, making the whole thing entirely pointless.
Besides, people can and do see the difference between 60fps and 120fps on a 120/144hz panel.
