It is.
AMD didn't make a new revision into GCN Arch... the actual version is the GCN 1.1 that only the chip into HD 7790 have it until now... R9 290 is based in GCN 1.1... so all GCN 1.1 cards can support True Audio.
The other rebrand are GCN 1.0 like HD 7800 and HD 7900... so these didn't support True Audio.

GCN 2.0 or a new Arch only with 20nm next year nVidia rebranded the GPUs too... Maxwell is wating 20nm too.
