The cop AI.....AI in GTA in general isn't 1st class to start with.
Just seems like your own prejudices/perception of racism is layered onto a inconsequential sequence of events in the game that would have happened no matter which character you were.
You kinda told all of us a little something about yourself by how quickly you associate random events to racism ;)
