I don't understand the question.
It's a business service. Basically this provides businesses with an extra layer of security to Microsoft's cloud services.
Could this mean something more down the road between AT&T and Microsoft? Possibly. They've done business together previously with IPTV and AT&T's TV tuners. So, it's possible that AT&T may look at this partnership as a means of providing similar services for Xbox LIVE customers in the future.
So low-latency connections to Xbox LIVE, and possibly other services. But I am speculating about what it could mean.
